Does this actually sanitize the glass since it’s not using soap or extremely hot water?

We just hooked up our metal base glass rinser and upon its first use the water began at the pressure it is intended. After a second or two it suddenly and dramatically slows. Why is the pressure suddenly so low and how do I troubleshoot?
