IS THIS THE O RING FOR THE SEAT OF THE FAUCET THAT ENABLES IT TO TURN?

Thank you for your question. The Delta RP50388 o-ring is installed inbetween the valve body and hub assembly so that it can swivel the faucet left to right.

where exactly on the installed faucet does this ring go?
my plumber installed this ring on the bottom of the faucet next to the counter top. I'm thinking this is incorrect as I am now retightening the unit from under the counter to keep it from flopping around. The continual moving the spout back and forth causes the unit to become loose so that within a week the unit flops around. I've not installed the escution (sp) as we didn't want it. For some reason we kept the kit and am now thinking we should have installed it. If the teflon ring is installed incorrectly then I will need a replacement and will do it myself. Don't trust the expert (plumber).
Thank you for your question. Delta Faucet model # RP50388 is an o-ring that needs to be installed in between the hub and the valve of the faucet.

My questions are 1. Do I require one or two of these O-rings? I seem to remember it has 1 at the bottom and 1 at the top of the faucet. Secondly, what is the best way to remove and reinstall the hose in the faucet neck?

Thanks for your question regarding RP50388! The placement and quantity of the orings would depend on the model of the faucet. Please see hose installation tips below:
1.) The hose is installed from the top down.
2.) Make sure the spout is facing straight-forward.
3.) If the hose gets caught, then you can rotate the hose back and forth.
4.) We always recommend a second person to help install from underneath the cabinet to help guide the hose.
