What is the size of the locknut and is there a special tool for it?

Hi Vic530, Thank you for your question. The nut in model RP6087 measures 1-5/16". We do not offer any tools to install or remove this nut. Thanks, Dave

Are both of these pieces required in the final assembly, and if so where does the Washer go and what purpose does it serve?

Thank you for your question. Delta Faucet part # RP6087 needs both peices to hold the spout securely to the countertop.
