Is this metal or mostly plastic?  Also does the ring move or is it stationary?

I have this towel ring in Champagne Bronze; in the course of a renovation, the mounting bracket/screws were misplaced. Can I buy just these mounting pieces in order to continue to use this towel ring?

I have a Greydon faucet - in Spotshield Brushed Nickel. I am looking to get bathroom accessories but this model isn't avalable in Burshed Nickel. Is Stainless the same? Thanks - Jennifer
