Does this have a low flow unit? 1.5 gpm max?

Are the threaded rods permanently connected to the plate?

Are the threaded rods permanently connected to the plate? Or can I unscrew them and use the cover plate with a one-hole installation? Thanks.

My5 year old faucet was great for the first few years, but now the base of the faucet will not remain tight when I swivel the spout. I have tried tightening the nut underneath, but after a few swivels of the spout it loosens again. What can I do?
